The BPAT (Building Performance Assessment Team) made its assessments by conducting site investigations to observe the condition of buildings in selected areas affected by the storm. This report present the BPAT's observations of the successes and failures of building that experienced the flood effects of Hurricane Fran, comments on building failure modes and provides recommendations intended to enhance the performance of buildings in future hurricanes.
