Marine and fisheries development has been accorded high priority by the government of indonesia. As strong signal, the ministry of marine affairs and fisheries established in 1999. In fact marine and fisheries sector has made considerable contribution to the national economy. Considering vast marine and fisheries resources, the increasing demand for marine and fishery products as well as strong need for better conservation and management of the resources, clear and solid policy and program setting is needed as a condition for sustainable utilization of such resources.
