The Evolution of the National Marine Protected Area Management (Case Study of Indonesian’s National Effort)
Indonesia is an archipelagic country where most of its territory meets the ocean with 17,540 islands, and a coastline stretching over 95 thousand kilometers. Indonesia has an abundant and diverse marine and fisheries resource potential. To ensure that marine resources are maintained, at the least, the Government of Indonesia has committed to achieving 20 million ha of Marine Protected Areas (MPA) by 2020. In managing the MPA, the Ministry of Marine Affairs and Fisheries (MMAF) establish the national implementation units of marine protected area in 2010.
To ensure the utilization of the marine protected area in Indonesia, the MMAF issued Regulation No. 47 Year 2016. This thesis evaluates the management quality of the national marine protected area and the implementation of the MMAF regulation No. 47 Year 2016. The study based on interviews and questionnaires submitted to the MMAF employees that are associated with the NMPA offices. The evaluation of the national MPA management adopts the International Union for Conservation of Nature (IUCN) model. The evaluation of MMAF Regulation No. 47 Year 2016 utilizes the Likert scale model.
The result of the MPA management effectiveness study at the national level is 79.19%. The high mark clearly indicates that the management of national MPA is being effectively managed. However, there are still many problems related to resources, particularly human resources and funding. The evaluation of MMAF regulation related to the utilization of MPA shows that the implementation is not optimal yet. The bureaucratic process also impedes the issuance of permits activities. Lack of funds and human resources affect the limited monitoring being carried out under the supervision of MPA; there are many violations related to tourism
activity and destructive fishing practices.
