A Review of Indonesia's Indian Ocean Tuna Fisheries
This primary focus of this review component was an investigation of the extent and accuracy of Indonesia's tuna fishery data for the Indian Ocean, and the existing system for data collection and reporting on tuna fisheries at district, provincial and national levels, for both the industrial and (to a lesser degree) artisanal sectors. The purpose behind this focus was to identify the factors that have limited Indonesia's ability to meet its obligation, with respect to provinsion of accurate fisheries data, to IOTC and CCSBT. In parallel with this investigation of data collection and reporting, the review also examined the nature and extent of the fisheries themselves. Much of information in this review was obtained through visits to the 3 key industrial tuna landing ports of Benoa (Bali), Muara Baru (Jakarta), and Cilacap (south Central Java) and also 9 small-scale 'artisanal' ports. The report is built on the results of interviews, discussions, and workshops with a broad range of stakeholders, as well as literature reviewa and analysis of historical data.
